From January 2025, the Bureau for Equality between Women and Men (BEFH in French) in the State of Vaud (Switzerland) is introducing a new method for selecting entities subject to control in public procurement contracts and subsidies, based on the risk of non-compliance. This approach allows for better targeting of entities with a higher risk of non-compliance.
To this end, an econometric study commissioned by BEFH to CORESO analysed different selection approaches. These approaches included regression models taking into account identified risk factors, such as field of activity, geographical situation, and the proportion of women, and then examined how algorithms incorporating these risk factors moved over time. These models and simulations guaranteed the robustness of the results. The study concluded that a more precise identification of entities overall favours the impact of the control activity undertaken by the authorities through a more efficient use of resources. Beyond effectiveness, this study takes into account the equal treatment of entities eligible for control and the administrative burden inherent in selecting them.
