How to design smart policies in a complex health care system?

This project is based on a large research effort to model the health care system as a computer model, which can then allow us to simulate ex-ante some possible outcomes of policy measures.

The model has been developed by Dr Florian Chávez-Juárez and his team over several years - mostly at the National Laboratory of Public Policy. The goal of the project is to propose a versatile model that can be easily adapted to different contexts. Once the model is calibrated to a specific context, it allows stakeholders to analyse different policy proposals and evaluate their effects in a multidimensional space including the cost of the system, equity in the access and quality of care.

In an illustrative exercise, the model has been adapted to the Swiss context and the effect of an increase in the deductible paid by insurees has been simulated. The results show little to no effect on the overall cost of the healthcare system. This is an excellent example for the use of a model where the policy proposal seems to be promising at first sight, but once we predict its outcomes we see that the overall effects are small.

CORESO continues to develop the general model and is eager to use it as a base model for an applied research project with partners.
